🇨🇦 British Columbia Provincial Nominee Program (BC PNP)

Tech-priority PNP for Vancouver, Victoria and Kelowna

The British Columbia Provincial Nominee Program (BC PNP) is Canada's second-largest PNP by intake and the primary route to PR for tech workers, healthcare professionals and international graduates who want to settle in Vancouver, Victoria, Surrey or Kelowna. BC runs monthly draws through the Skills Immigration Registration System (SIRS) with a strong Tech Priority stream that consistently issues invitations below federal Express Entry cut-offs.

Chapter 01

BC PNP streams that matter in 2026

Skills Immigration (SI): base PNP category with Skilled Worker, Healthcare Professional, International Graduate, International Post-Graduate and Entry Level & Semi-Skilled (ELSS) streams. Base streams do not need an Express Entry profile.

Express Entry BC (EEBC): enhanced version of SI. Adds 600 CRS points via federal Express Entry and processes in weeks, not months.

Tech Priority stream: weekly draws targeting 32 tech occupations including software engineers, developers, UX designers, data scientists and product managers.

Health Authority stream: fast-tracked for candidates with job offers from BC's five regional health authorities (Vancouver Coastal, Fraser, Interior, Island and Northern).

Regional Pilot: for smaller BC communities (Vernon, Prince George, Cranbrook, Trail) seeking to attract workers outside Metro Vancouver.

Entrepreneur Immigration: for founders investing CAD 200,000+ in a BC business.

Chapter 03

SIRS — how the 200-point registration score works

The Skills Immigration Registration System scores candidates on economic factors (job offer wage, TEER, location outside Metro Vancouver), human capital (education, work experience, language) and adaptability (bonus for regional employment).

Tech Priority draws have consistently invited profiles with SIRS scores as low as 85-95 in 2025-26 — dramatically lower than general Skilled Worker draws that cut off at 110-135.

A job offer in a regional BC community outside Metro Vancouver adds up to 15 SIRS points and unlocks the Northeast Regional Pilot bonus.

FAQs

British Columbia Provincial Nominee Program (BC PNP) — Common questions

Do I need a BC job offer for Tech Priority?

+

Yes — BC Tech Priority currently requires a valid job offer from a BC employer for one of the 32 listed tech NOCs. The International Post-Graduate stream is the only BC PNP route without a job offer requirement.

How competitive is BC PNP in 2026?

+

Tech Priority draws are highly accessible — SIRS cut-offs of 85-95 are common. General Skilled Worker draws are more competitive at 110-135 SIRS.

Can I settle anywhere in BC after nomination?

+

Yes, but if you claimed regional bonus points for a job offer outside Metro Vancouver, your intent must be to settle in that region. Moving to Vancouver immediately after landing can jeopardise future family sponsorships.
