The Provincial Nominee Program is Canada's second-largest economic immigration channel. Chapter 01

How PNPs fit into Canada's immigration architecture

PNPs exist because Canada's provinces have very different labour markets. Alberta needs energy engineers, Ontario needs tech and healthcare workers, Saskatchewan needs trades and agriculture, and Atlantic Canada needs almost everyone. IRCC delegates nomination authority to provinces so they can pick applicants who fit local employer demand.

There are two families of PNP streams — enhanced streams (aligned with Express Entry, add 600 CRS points) and base streams (independent paper application, no Express Entry required). Enhanced streams are faster but require an Express Entry profile. Base streams take longer but often have lower entry bars for occupations, education and language.

For 2026 IRCC has cut PNP allocations by roughly 50%. Provinces are prioritising healthcare, construction, trades and education — precisely the sectors where India has surplus qualified labour.

Chapter 02

Ontario Immigrant Nominee Program (OINP)

Ontario runs the largest PNP by intake. Its key Express Entry-aligned streams are Human Capital Priorities (broad tech and skilled worker), French-Speaking Skilled Worker (CLB 7 French + CLB 6 English) and Skilled Trades. For international graduates and job-offer holders, OINP has Employer Job Offer streams (Foreign Worker, International Student, In-Demand Skills).

OINP frequently issues Notifications of Interest (NOIs) to Express Entry profiles targeting Ontario tech occupations — software engineers, computer programmers, data scientists, cyber-security analysts. A single NOI takes you from 480 CRS to 1,080 CRS overnight.

Chapter 03

British Columbia PNP (BC PNP)

BC PNP's Skills Immigration and Express Entry BC categories cover Skilled Worker, Healthcare Professional, International Post-Graduate and Entry Level & Semi-Skilled streams for the tourism, hospitality and long-haul trucking sectors. BC runs monthly draws through the Skills Immigration Registration System (SIRS) with tech-priority occupation draws issuing invitations to profiles as low as 85 SIRS points.

Alberta Advantage Immigration Program (AAIP)

AAIP has an Express Entry stream that regularly invites healthcare, trades and construction candidates with CRS as low as 300. The Alberta Opportunity Stream (AOS) is a base PNP for people already working in Alberta on a valid work permit — a common pathway for LMIA-supported workers.

Chapter 05

Saskatchewan SINP, Manitoba MPNP, Atlantic PNP and others

Saskatchewan's SINP International Skilled Worker Occupation In-Demand stream is a base PNP that lets applicants apply without a job offer if their occupation is on the SINP list. Manitoba's MPNP Skilled Worker Overseas stream uses an Expression of Interest system prioritising Manitoba connections. Atlantic PNPs across New Brunswick, Nova Scotia, PEI and Newfoundland offer some of the lowest cut-offs in Canada.
