Vision 2030 hiring — construction, healthcare, IT & giga-project jobs

Overview
Saudi Arabia is undergoing the largest employment expansion in its history under Vision 2030, with over $1.25 trillion committed to giga-projects like NEOM, The Line, Qiddiya, Diriyah Gate, Red Sea Global and the FIFA World Cup 2034 build-out. Indian nationals form the largest expatriate workforce in the Kingdom at ~2.6 million, with active recruitment across construction, healthcare, hospitality, education, IT, and skilled trades.
Saudi employment is regulated by the Ministry of Human Resources and Social Development (HRSD), with expatriate hiring governed by the Nitaqat (nationalisation quota) framework. Nitaqat classifies employers as Platinum, Green, Yellow or Red — Mark Consultant only places candidates with Platinum and Green companies that have proven ability to sponsor and retain expatriate workers.
The Vision 2030 giga-projects have created unprecedented demand for civil, MEP, mechanical and electrical engineers, project managers, safety officers, quantity surveyors, foremen, welders, riggers, HVAC technicians, plumbers, electricians and heavy equipment operators. Healthcare hiring under the Ministry of Health, King Faisal Specialist Hospital and Cluster expansions is equally strong.
Post-Kafala reform (2021), Saudi workers can now transfer sponsors after one year, exit the country without employer permission, and access improved Wage Protection System (WPS) enforcement — making it materially safer than the pre-reform era.
Work visa route
Standard Saudi work visa is a 1 or 2-year renewable residence permit (Iqama) sponsored by the employer. High-skill professionals can apply for Premium Residency (Green Card) — either lump-sum SAR 800,000 permanent, or SAR 100,000/year renewable — allowing self-sponsorship and family reunification.
Step 1
Profile audit against Nitaqat-compliant employer requirements.
Step 2
Video interview and written offer letter.
Step 3
Saudi Consulate visa stamping after Ministry of Foreign Affairs approval.
Step 4
MEA eMigrate clearance and GAMCA medical fitness.
Step 5
PCC and MEA/Saudi Embassy attestation of educational certificates.
Step 6
In-country Iqama issuance and Wage Protection System enrolment.

Vision 2030's giga-projects — NEOM ($500B), The Line, Qiddiya entertainment city, Diriyah Gate heritage precinct, Red Sea Global luxury tourism and King Salman Park — have created a decade-long employment super-cycle. Tier-1 EPC contractors like Bechtel, Parsons, L&T, Shapoorji Pallonji, Larsen & Toubro Saudi, Nesma & Partners, El Seif and Al Bawani are actively recruiting Indian engineers, planners, safety and QA/QC professionals.
Beyond construction, the Ministry of Health cluster expansion has created 40,000+ nursing and allied-health vacancies, and NEOM's 'cognitive city' vision is driving AI, cybersecurity, cloud and IoT hiring at Saudi-Aramco Digital, SDAIA and STC.
We place only through Nitaqat Platinum/Green employers with clean WPS records and MEA-attested contracts. For ECR passport holders, every case runs through MEA eMigrate via RA-licence partners. GAMCA medical, MOFA attestation, Enjaz visa stamping and Prometric exam booking are all coordinated in-house at our Pune office.
Pre-departure orientation covers Saudi labour law, Kafala reform rights, WPS complaint filing, contract termination rules and Indian Embassy grievance channels in Riyadh and Jeddah. Post-landing support runs for the first six months.
Materially safer than pre-2021. Workers can transfer sponsors after 1 year, exit the country without employer NOC, and file digital WPS complaints. Mark Consultant only places with Nitaqat-compliant employers to further reduce risk.
For most private-sector professional roles (engineering, IT, healthcare, hospitality), English is sufficient. Basic Arabic phrases help daily life but are not a job requirement.
Typical savings are 40-65% of gross salary because accommodation, transport, medical and annual ticket are often employer-provided. A SAR 8,000/month professional often saves SAR 4,000-5,000/month (~INR 90,000-1,10,000).
