Overview
Kuwait hosts over one million Indian nationals — the largest expatriate community in the country. Kuwait Petroleum Corporation, Kuwait Oil Company, Ministry of Health, Kuwait University and major EPC contractors drive stable long-term hiring of Indian technical, medical and skilled workers.
Kuwait employment is regulated by the Public Authority for Manpower (PAM). Visa 18 (Article 18) is the standard private-sector employment visa; Visa 22 is the family-dependent visa. Government-sector hiring runs through Visa 17.
The Kuwait 2035 Vision infrastructure spend includes New Kuwait projects, Al Zour refinery, and the Silk City northern development, all creating multi-year hiring for civil, mechanical, electrical and safety professionals.

Kuwait's oil sector remains one of the highest-paying stable employers of Indian technical talent in the world. Kuwait Oil Company, KPC and its subsidiaries have decades-long track records of retaining Indian engineers on multi-year renewals. Post-2020 Kuwaitisation has narrowed the government-sector opportunity but has not materially affected private-sector Indian hiring.
Kuwaitisation applies primarily to government sector roles. Private-sector demand for Indian engineers, doctors, nurses and skilled trades remains robust and grows with Kuwait 2035 infrastructure spending.
